Welcome -
Monty welcomed everyone to the meeting and thanked the membership for coming. He identified that we do require all cell phones to be either turned off or on mute. If you do need to take a call, please take the call outside the room.
Monty wanted to start with the Board Reports.
Secretary’s Report - Christine Covington
Christine identified that she will be sending another invitation to those members who have not yet joined the newsgroup. Please take the time to accept the invitation. It takes more effort and time that you realize to go back and research who is and is not on the newsgroup.
Christine identified the list of Nominees for next year’s board that has been submitted to her from the membership. They have been provided to the Nomination Committee, Ruth Reynolds, Audra Coleman and Thalia Ellis.

Ethics & By-Laws - Larry Flannery
Larry wanted to remind us that if we find out about unlicensed activity, please notify Larry so that he can file a complaint on behalf of the association.
Larry wanted us to know that the PPSB is finally dealing with some unlicensed activity. One case was addressed yesterday. Another has been prosecuted.
The PPSB seems to be receptive to our efforts to combat the problem.

Legal & Legislative - John McGee
John has deferred his report to Monty since he had been unable to attend the 74C rewrite meeting.

Training & Education - Thalia Ellis
The Unarmed guard manual is in its evaluation period for the new 16-hour program.
There are 2 manuals, the student manual and the Instructor manual. The only real difference is that the student manual does not have the slide notes.
John Greico has been put in charge of a panel for the evaluation process.
Grandfathering – 4 hours training (as long as you keep current). If you lapse, you have to go through the 16-hour training.
US Security – Roswell, GA has 6-branch offices wants interactive basic training. The PPSB wants to consider it. They will be sending a couple of members to evaluate the site.
Fire Arms Training has been cancelled for Salemsburg this month.

Membership - Ted Gartman
Our current membership is 202. This includes 12 Associate/Staff Memberships.
Ted wanted to let us know that the Membership Application that fell off the website has been corrected.
Ted also re-introduced the idea of appointing Regional Directors. The easiest way may be to divide by Area Codes. The directors would be responsible for holding periodic informal meetings or luncheons, which would inform and entice investigators who are not members to join the association. The state would be broken up into 6 regions.
Monty identified that when we had these meetings in the past, 25-30 investigators come to the “Breakfast Meeting”. It gives information as to where the Association is heading. It gives a chance to meet new PI’s. Gives another opportunity to invite them to identify their issues and join the Association.
Monty identified that he would be glad to try to attend any meeting.
Ted also identified that he had been working on the Membership Certificates. We had to delay presentation of the Certificates since next years President has not been elected.

Treasurer’s Report - Bill Fletcher
Marti identified we have the following in our accounts:

Lobbyist Fund - Bill discussed that we had sent an email to the members who contributed to the Lobbyist Fund. There was a very small response, so Christine identified that she would make contact again to try to resolve that issue.
We have decided on the Legal Action Committee and both Bill Fletcher and Ruth Reynolds have been put forth as possible representatives for us.
Russ identified that he believes we should really bring this up at the Annual Meeting for a decision on the plan. He identified we have no current information on who, what, how much, are we paying for just expenses, or are we paying a salary as well.

Presidents Report - Monty Clark
74C – There is another meeting 30 November in Greensboro. (?) They are discussing the 2, 3, 5 year licenses. Badges have also come up for discussion.
Credentials are still in the works.
CCW Permits - Ok except contractual obligation. (Performance of your duties). Must have PPSB endorsement.
CCW Exemption – must be done through state law, not PPSB.
Christine identified that she would post the current 74C Rewrite proposal to the website as soon as possible.
Annual Conference - It was decided that the Annual Conference would be held in Raleigh on 7th January.
The PPSB meeting will be held at the Clarion Hotel downtown 9Dec. ours will be held at the Hampton Inn 10Dec. (SINCE MOVED).
Motion - Bill put forward a motion to move $17,000 - $20,000 to a money market account to earn interest.
Tabled until the next meeting.
Ruth identified that she had been working with the Secretary of State to address the $1000 fine for failure to report lobbyist activity.
She sent a letter to the Secretary of State that shows we did not have a lobbyist and the will drop the fine.
